Ex-Convict Husband of Former NY Police Official Surrenders in Alleged Gang Shooting Case

James Lackard, the husband of recently fired Mount Vernon Deputy Police Commissioner Jennifer Lackard, surrendered to police Thursday in connection with an alleged shooting involving the couple’s 20-year-old son in the Bronx.
Lackard, 47, walked into the 44th Precinct stationhouse at around 8:30 a.m., according to sources, ending a two-day period during which authorities had been searching for him.
He was later arraigned on the same indictment filed against his wife and their son, Chase Lackard. Prosecutors have accused the family of being involved in an attempted shooting targeting another man in the Bronx.

According to prosecutors, the alleged incident took place June 29 after Chase Lackard appeared in court at the Bronx Hall of Justice. Investigators allege that his parents drove him to the courthouse, changed clothes afterward, and then remained nearby while he looked for the intended target.
Prosecutors allege that Chase Lackard eventually fired a semiautomatic weapon from the window of his parents’ tan Chrysler Pacifica. The intended target was not struck.
Jennifer Lackard allegedly drove the vehicle away from the scene and returned to the family’s home in the Soundview neighborhood, according to prosecutors.
Jennifer Lackard, 49, and her son were arrested at the residence on August 4. Both were charged with attempted murder, conspiracy, attempted assault, and weapons-related offenses. Court records show Jennifer Lackard was released on $75,000 bail, while Chase Lackard was ordered held without bail following his arraignment.
James Lackard remained out of custody until Thursday, when he surrendered to police. A judge ordered him held on $300,000 bail.
Lackard has a previous federal conviction for drug-related offenses and previously served time in prison.
The case has drawn significant attention because Jennifer Lackard was a senior law enforcement official in Mount Vernon before her arrest. She was fired from her position after authorities accused her of helping her son flee from the alleged shooting.

Mount Vernon Mayor Shawyn Patterson-Howard said the department had conducted a background check before hiring Jennifer Lackard in 2020 and determined that she met the qualifications for the position.
The allegations against the Lackard family remain subject to the court process. The charges are accusations, and the defendants are presumed innocent unless proven guilty in court.
The investigation and legal proceedings remain ongoing as prosecutors work to establish what happened before, during, and after the alleged shooting.
